About Andrew

Andrew Marquard is a Senior Researcher and Senior Research Officer at the Energy Research Centre and the Energy Systems Research Group at the University of Cape Town. He holds a BA in African Politics from the University of Cape Town, a BA Honours degree in political studies (cum laude) and an MA in political science from Rhodes University, and a PhD in energy studies from the University of Cape Town awarded in 2006. His doctoral dissertation examined the origins and development of South African energy policy. Following his PhD, Marquard undertook post-doctoral research on South Africa’s electrification programme at the Management Programme in Infrastructure Reform and Regulation at the University of Cape Town’s Graduate School of Business before joining the Energy Research Centre as a Senior Researcher.

Marquard’s research focuses on energy-related climate change mitigation, South African energy policy and governance, energy analysis and modelling, and policy analysis. He teaches and supervises postgraduate research in energy studies. He is a senior member of South Africa’s delegation to the United Nations Framework Convention on Climate Change and serves as a lead co-ordinator of the African Group of Negotiators on Climate Change for transparency and reporting negotiations. His work has included co-authored reports and policy briefs on the economic implications of a carbon tax, quantified emission reduction commitments, the economics of climate change mitigation, least-cost integrated resource planning, mitigation accounting under the Paris Agreement, and tracking progress on climate action. He has contributed to publications in journals such as the South African Journal of International Affairs.
