Ben Leong is an Associate Professor of Computer Science at the School of Computing, National University of Singapore (NUS). He received his S.B. in Electrical Science and Engineering, M.Eng. in Electrical Engineering and Computer Science, and Ph.D. in Computer Science, all from the Massachusetts Institute of Technology in 1997, 1997, and 2006 respectively. His research interests are in computer networking and distributed systems, including Internet measurements, QUIC, rate-based low-latency TCP, software-defined networks using P4, cellular networks, sensor networks, wireless mesh networks, overlay networks, and networked games. He has published papers on topics such as TCP congestion control for mobile cellular networks, cooperative multi-UAV video surveillance systems, fairness in 802.11 mesh networks, end-to-end measurements of cellular data networks, and geographic routing for wireless sensor networks.
Leong has focused his teaching on programming methodology, data structures and algorithms, and advanced software engineering. He received the NUS Outstanding Educator Award in 2015, multiple NUS Annual Teaching Excellence Awards, and Faculty Teaching Excellence Awards. He served as Chair of the Computer Science Department Standing Teaching Committee from 2017 to 2020. From 2014 to 2019, he was Director of the Experimental Systems and Technology Laboratory at the Singapore Ministry of Education, where he established an internal software engineering team and oversaw development of the MOE Student Learning Space. He served as Director of the Centre for Computing for Social Good and Philanthropy at NUS from 2021 to 2024. Since 2020, he has been Chief Data Officer of AI Singapore, the national AI programme, and Director of the AI Centre for Educational Technologies (AICET) at NUS. He was awarded the Public Service Commission Overseas Merit Scholarship from 1993 to 1997.
