About Mark

Professor Mark Duggan has been appointed Director of the Munk School of Global Affairs & Public Policy at the University of Toronto, effective September 1, 2026, with a cross-appointment in the Department of Economics. He currently serves as the Wayne and Jodi Cooperman Professor of Economics at Stanford University, a Research Associate at the National Bureau of Economic Research, and a member of the Editorial Board at the Journal of Policy Analysis and Management. Previously, he served as a Co-Editor at the Journal of Public Economics and at the American Economic Journal: Economic Policy. Professor Duggan received his B.S. and M.S. degrees in Electrical Engineering from the Massachusetts Institute of Technology in 1992 and 1994, respectively, and his Ph.D. in Economics from Harvard University in 1999. Before joining Stanford in 2014, he held faculty positions at the University of Chicago from 1999 to 2003, the University of Maryland from 2003 to 2011, and the University of Pennsylvania from 2011 to 2014. He has received teaching and advising awards at multiple institutions including MIT, Harvard, the University of Chicago, the University of Maryland, and Stanford.

Professor Duggan’s research focuses on the economics of the health care sector, including the pharmaceutical, hospital, and health insurance industries, as well as the impact of large-scale government programs such as Social Security, Medicare, and Medicaid. Recent work examines public policies to reduce homelessness and the effects of innovative cancer treatments on health outcomes and spending. His research has appeared in leading journals including the American Economic Review, the Journal of Political Economy, and the Quarterly Journal of Economics. He was the 2010 recipient of the ASHEcon Medal from the American Society of Health Economists. With co-author Fiona Scott Morton, he received the 2011 Health Care Research Award from the National Institute for Health Care Management. With co-author Melissa Kearney, he received the 2009 Vernon Memorial Prize from the Journal of Policy Analysis and Management. His work has been funded by the National Science Foundation, National Institutes of Health, Social Security Administration, Robert Wood Johnson Foundation, and Alfred P. Sloan Foundation. Professor Duggan served as Senior Economist for Health Care Policy at the White House Council of Economic Advisers from 2009 to 2010 and as Director of the Stanford Institute for Economic Policy Research from 2015 to 2024. He has testified before the U.S. House Ways and Means and U.S. Senate Budget Committees and has advised more than 60 Ph.D. students. He received the Stanford Economics Department’s Distinguished Faculty Teaching Award in 2022 and Stanford’s Miriam Aaron Roland Volunteer Service Prize in 2025.
