Noriko Seyama is an Associate Professor at the Center for Gender, Diversity and Inclusion and the Graduate School of Humanities and Social Sciences at Saitama University. She holds a Master’s degree in Social Sciences from Ochanomizu University, awarded in March 1999. Her educational background includes studies at the Graduate School of Humanities and Sciences at Ochanomizu University from 1997 to 2008 and at the Faculty of Humanities, Department of Liberal Arts, Kyoto Seika University from 1993 to 1997.
Seyama’s research focuses on sociology with an emphasis on gender studies, including the employment conditions of non-regular public workers, particularly women, gender and disability issues such as multiple discrimination, and disaster-related gender perspectives. She received the Akamatsu Ryoko Youth Award from the Japanese Association of International Women’s Rights in December 2014. Her publications include “The Current Situation and Challenges of Non-Regular Public Workers in Japan” (International Labor Brief, 2025), “The Real Image of Welfare Sites Supported by Non-regular Women Employees” (Journal of Welfare Sociology, 2023), and numerous articles on non-regular public employment, disability and gender, and related policy topics appearing in journals such as 労働法学研究会報 and 国際女性 between 2013 and 2025. She has contributed to discussions on gender equality training in local governments, reproductive health and rights for women with disabilities, and intersectional challenges in disaster contexts. Seyama has participated in networks addressing non-regular government employees and presented on coordinated disaster response guidelines incorporating disability perspectives.
