About Robert

Professor Robert John Balfour serves as the eighth Rector and Vice-Chancellor of the University of the Western Cape, having assumed the position on 1 January 2025. He holds a PhD from the University of Cambridge (1999), an MA cum laude from the University of Natal (1995), a BA Honours in English and History from Rhodes University (1993), and a Higher Diploma in Education cum laude from Rhodes University (1994). Prior to his current role, Balfour was Deputy Vice-Chancellor: Teaching and Learning at North-West University from 2017 to 2024, Dean of the Faculty of Education Sciences at NWU from 2011 to 2017, Registrar at St Augustine College of South Africa from 2008 to 2010, and Professor of English Studies and Education at the University of KwaZulu-Natal. His academic career includes extensive work in language education and policy, postcolonial literature, rural education, and curriculum development, with a focus on multilingualism, equity, and decolonised curricula. Balfour is a National Research Foundation C2-rated researcher and has received numerous awards and scholarships, including the Commonwealth Trust Scholarship, Overseas Research Scholarship, Bartle Frere Exhibition Award, Smuts Memorial Fund Award, Wingate Scholarship, and various institutional merit awards from the University of Natal and Rhodes University. He has contributed to scholarly discourse on postcolonial identities, language rights in education, and inclusive policies in South African higher education.

Balfour’s leadership emphasises transformation, access, and international partnerships, including a three-year Visiting Professorship at Zhejiang Normal University beginning in November 2025.
