About Yohei

Yohei Okada is a Professor at Kyoto University’s Graduate School of Law. He earned his LL.B. in 2010, LL.M. in 2012, and Ph.D. in Law in 2015, all from Kyoto University. His academic career includes positions as a specific assistant professor at Kyoto University’s Graduate School of Law from 2015, associate professor at Kobe University’s Graduate School of International Cooperation Studies from 2015 to 2024, and visiting researcher at the Max Planck Institute for Comparative Public Law and International Law. He was appointed Professor at Kyoto University in October 2024 and has served as a visiting professor at the University of Milan in 2025. Okada’s research focuses on international law, with particular emphasis on state responsibility, state immunity, international organizations, and related topics such as attribution of conduct and immunities of international organizations.

He has authored or co-authored numerous peer-reviewed articles and book chapters, including publications in the European Journal of International Law, Leiden Journal of International Law, Journal of International Dispute Settlement, and Journal of Conflict & Security Law. Notable works address themes such as the attribution of acts under the Articles on Responsibility of States for Internationally Wrongful Acts, the immunity of international organizations, and issues arising from UN peacekeeping operations. Okada has contributed to edited volumes on global impacts of conflicts and international law textbooks. He has received research grants from the Japan Society for the Promotion of Science and has participated in international legal proceedings as counsel. His professional memberships include the Japanese Society of International Law and the International Law Association Japan Branch.
